MP Gražulis Seeks to Introduce Administrative Liability for “Denigration of Constitutional Values”
On 10 May 2013 the Cahir of the “Order and Justice” political group MP Petras Gražulis introduced a draft law on administrative liability for “denigration of constitutional values”. It seeks to amend the Code of Administrative Violations by introducing administrative liability for “public denigration of constitutional moral values and of constitutional fundamentals of the family life, as well as organization of public events contravening public morality”. According to the proposal, these actions would result in an administrative fine ranging from 300 to 900 euros (in case of repeated violation – from 900 to 1800 euros).

The MP emphasizes that the family is defined as the foundation of the State and the society in the Constitution of the Republic of Lithuania, thus “an individual or a group of individuals has to face liability for the denigration of this constitutional value”. The representative of the “Order and Justice” political party claims that the proposal is a response to “the shortcomings of the Lithuanian legal system, when the promotion of harmonious and traditional family values is being qualified as discrimination on grounds of sexual orientation”.
“It has been viciously established that in the name of combating discrimination on grounds of sexual orientation, individuals, who speak in favor of traditional family values and heterosexual sexual relations, are discriminated against,” – states an explanatory memorandum to the draft proposal.

The analogous bill was introduced by the MP Gražulis in the course of previous tenure by the Lithuanian Parliament. However, the Parliament has rejected the bill.
